Understanding PAN

Permanent Account Number (PAN) is a ten-digit alphanumeric number issued by the Department of Income Tax to applicants to link various documents relating to income tax assessment and payment. For the department, PAN is a crucial tool to facilitate the matching of financial information of taxpayers for combating evasion.

  1. The first three characters (of the ten-digit PAN) are alphabetic series from AAA to ZZZ.

  2. The fourth character indicates the status or category of the holder; P stands for an individual for a firm, C for a Company, F for a firm, T for trust, etc.

  3. The fifth character is the first letter of the PAN holder's last name or surname.

  4. The following four characters (sixth, seventh, eighth, and ninth) are numerical and represent sequential numbers from 0001 to 9999.

  5. The last and the tenth character is an alphabetic check digit (used for error detection on identification numbers).

I. Category: Individuals and HUF – Resident Indians


You need to provide copies of 

a) Identity.

b) Address.

c) Date of birth.

In the case of minors (below the age of 18 at the time of application), documents of any of the parents/guardians will be deemed the minor's identity proof.

The Karta of Hindu Undivided Family (HUF) has to furnish a written document or affidavit of all the coparceners (persons with equitable interests and rights) including details such as the address, the full name, and the father's name. In addition, any document (from the specified list) in the name of the Karta is required as proof of identity, address, and date of birth.


A) Proof of Identity

Any of the following is accepted as proof; however, the individual's name must be as in the application.

  • Aadhaar Card.
  • Voters' Identity card.
  • Driving License.
  • Passport.
  • Ration Card with photo.
  • Arm's License.
  • Photo-ID card issued by the Central or State government or Public sector undertaking.
  • Pensioners' Card with photo.
  • Central Government Health Scheme (CGHS) or Ex-Servicemen Contributory Health Scheme Card with photo.
  • Certificate of Identity issued by an MP( Member of Parliament) or Legislative Assembly (MLA), Municipal Councillor, or a Gazetted Officer.
  • A certificate from your bank on the bank's letterhead in original (with the name/stamp of the issuing officer) containing an attested photograph and bank account number of the applicant.

B) Proof of Address

Any of the documents listed below that show the address as given in the application:

  • Aadhaar Card.
  • Voters-ID Card.
  • Driving License.
  • Passport.
  • Passport of spouse.
  • Post office passbook with address.
  • Latest Property Tax assessment order.
  • Domicile Certificate (issued by the government).
  • Allotment letter of accommodation from the Central or State Government of not earlier than three years).
  • Property Registration document.

Copy of the following documents of not more than (within the last) three months:

  • Bill for Landline phone, Broadband connection, Electricity and Gas (including piped gas) connection.

  • Statement of Bank Account, Depository Account.

  • Credit Card Statement.

  • Employer's certificate in original.

  • Address Certificate signed by an MP, MLA or Municipal Councillor, or a Gazetted officer.

C) Date of Birth Proof

Any of the following supporting documents mentioning the name, date, month, and year of birth, per the PAN application.

  • Aadhaar Card.

  • Voter ID card.

  • Driving License.

  • Passport.

  • School leaving (matriculation) Certificate or Mark sheet of a recognised board.

  • Birth Certificate issued by a municipal authority or any other, authorised by the Register of Births and Deaths.

  • Domicile Certificate (issued by the government).

  • CGHS or Ex-Servicemen Contributory Health Scheme Card with photo.

  • Marriage certificate (from Registrar of Marriages).

  • Photo-ID card issued by the Central or State government or Public sector undertaking (Central and state).

  • Pension Payment Order

  •  An Affidavit mentioning the DOB before a Magistrate

II. Category - Other than Individuals and HUF


Documents required to make pan card by:

  • Companies:

    A company is defined as a legal entity formed by a group of individuals operating a business. A company has legal rights, obligations, as well as property and liability.

    Document required for application: A copy of the certificate of registration issued by the registrar of companies.

  • Partnership Firm:

    A business entity is formed through an agreement to share revenues made between persons who have consented to share a business's profits. The firm may be run by all or any one of the partners. Partnership firms are governed by the Partnership Act of the Government of India.

    Document required for pan card application: Copy of registration certificate issued by the registrar of firms or a copy of the registered partnership deed.

  • Limited Liability Partnership (LLP)

    LLP is a corporate business vehicle operational flexibility and liability of companies and partnerships. As a legal entity, LLP can hold properties and enter into contracts. However, the partners' liability is limited to the agreed contribution.

  • Trusts

    A trust is a unit formed by a group of individuals and is permitted to hold assets on behalf of a beneficiary. Trust formation can be in different styles depending on the unit's objective. Document required for application: Trust deed and certificate of registration issued by charity commissioner.

  • Association of Persons

    As per the Indian Income Tax Act, an AOP is an integration of persons for a mutual benefit or a common purpose. The association can be between individuals or legal entities like a company, an LLP, or even a combination.

  • Body of Individuals

    BOI is similar to an Association of Persons, where individuals join with a common objective. Unlike AOP, however, only individuals can join a BOI. In the case of an AOP, legal entities also can be constituents.

Document required for application:

  • Artificial Judicial Persons

    A public corporation with a juristic personality, formed under a special act of the legislature, is termed an Artificial Judicial Persons. Universities, special committees, and associations are examples of AJP's.

    Document required for application: Copy of agreement or copy of registration certificate from charity commissioner or registrar of cooperative society, as applicable; or any document originating from the central or state government establishing the identity and address.

III. Category -Foreign Citizens/Companies


Guidelines

Accepted documents for:

1)Identity Proof

  • Copy of Passport.

  • Copy of PIO/OCI card issued by the Government of India.

(*No specific attestation is required for the above copies).

  • Copy of other National/Citizenship/Tax Identification Number.

(**Duly attested by the Indian Embassy/High Commission/Consulate in the country of applicant's location; Attestation can also be by the authorised officials of overseas banks of scheduled Indian banks).

2)Address Proof

  •  Copy of Passport.

  • Copy of PIO/OCI card issued by the Government of India.

(* No attestation required)

  • Copy of Bank Statement (in the country of residence).

  • Copy of Non-resident External (NRE) bank account in India.

  • Copy of residential permit (or certificate of residence) issued by State Police authorities

  • Copy of Visa along with appointment/contract letter from Indian companies and a certificate of the local address by the employer

  • Copy of other National/Citizenship/Tax Identification Number:

(** copies of any of the above documents have to be attested by the Indian Embassy/High Commission/Consulate in the country of applicant's location; Attestation can also be done by the authorised officials of overseas banks of scheduled Indian banks.).

***Note: In case Office Address (in India) is mentioned in the application of foreign citizens, then it is necessary to furnish the following documents as proof of the office address in addition to the residence proof:

  1. Copy of appointment letter/contract from any Indian Company.

  2. A certificate (in original) of the applicant's address in India of the applicant by the employer on letterhead (employer's) mentioning the PAN of the employer.

  3. PAN card copy of the employer.

IV. Category - Company, Firm, LLP, AOP, BOI, Local Authority


Documents required for Identity Proof and Address Proof:

1) Copy of Registration Certificate issued in the country of location of the applicant; attested by, i) "Apostille" (applicable for the signatories (countries) to the Hague Convention of 1961) or ii) by the Indian Embassy/High Commission/Consulate in the country or, iii) by the authorised officials of overseas branches of Scheduled Indian Bank

2) Copy of registration certificate issued in India or Copy of Approval (from Indian Authorities) for setting up an office in India.

(*** An Apostille is a government-issued certificate to the documents validating use in another country; Accepted by all participating countries (including India) in the 1961 Hague Convention on abolishing the requirement of foreign public document legalisation.)
